Good Morning and Merry Monday - I don't recall what this technique is called but I think it turned out lovely.
I started by cutting a panel of blue cardstock, then using a rectangle diecut created a rectangle cut out in both the card base and the panel to create a frame.
I added a piece of acetate between the card base and the blue frame, and I added the image panel. The sentiment is popped up with foam tape and I finished the card with some gems.
Supplies: White and blue cardstock, Penny Black - Masterpieces made simple, Simon Says Stamp - sentiment strip, gems.
